There are many sizes and shapes of birds and each group adapted their own way of flying. Some birds use their wings more for flapping (eg. hummingbirds get picture) while others use them for gliding (eg. eagles get picture). To give an idea of the diversities and ranges of flying lets look at different birds and wing beats per second. As you will see their is a wide rage of frequencies of flapping:
