All Chitinozoa grow an operculum, or a prosome that closed the neck, or aperature.  The manner by which they are welded to the neck excludes the possibility that they were moveable structures.  Their function was solely to seal permanently the connection between the living organism in the vesicle and keep the sea-water outside.  Therefore, they were fixed structures.  This can conclude two things...
